Q:It is great to see such strict guidelines coming out of the WHO to protect public health. However, the countries dominated by dust (e.g., Middle East) may never be able to achive the annual average PM2.5 AQG of 5 ug/m3. Can such countries use one of the interim targets as the final AQG? A: Yes, in the past the interim targets have been used by countries to set standards (legally binding). The expectation would be, however, that these countries would eventually lower these standards to move closer to meeting the AQGs themselves and ALSO to estimate the remaining impacts on health within their population if the AQGs are not met - the WHO has tools for such estimates.
